Blind that doesn't work

Just played a game as Teemo top against a Volibear. Read his ability Rolling Thunder. "Volibear drops to all fours and runs faster. This bonus speed increases when chasing enemy champions. The first enemy he ATTACKS is thrown backwards over Volibear." It says attacks. BUT the Teemo blind doesn't work against it. I still take damage and still get thrown. The blind works on Nasus Q. Works on Mundo's E. Why wouldn't it work on Voli's Q?????????? Seems like a giant flaw to me and is really pretty stupid. Don't know how that's a thing.
