Question about chests

So I finally get a Hextech chest. I've got excess keys but haven't had a chest in ages so I was excited. Open it, two champion shards and some blue essence...

So, now that we have unlimited leveling and champion capsules and all of that, I was just wondering, why is this still a thing? Like, is there a reason why it can't be changed so they don't drop champion shards anymore? Or at the very least guarantee at least one skin shard? Cause I'm not gonna lie, that was incredibly anticlimactic.
