Im asking honestly, how do you deal with him in lane without having to have your jungler camp your ass off and still have him come back and rape you 5 mins later?
EDIT: Ok, thanks for the input, although the majority was unhelpful for my playstile, I got some help for how I could fight him, and I think ill be better prepared next time I fight him.
Yes i definitely have the same problem.
I Just faced a Garen Main as Teemo and what he did was the following:
(always counterganking top jgl and proxying)
With this gold lead he got 
and could actually oneshot me (he waited out the blind and just didnt care about the slow from my 
)
he snowballed hard and that was it i felt like i couldnt do shit against proxy garen while he can oneshot me with ult combo
any tips on THAT?
champs who have a lot of harass to prevent his passive or are superior in long trades to abuse his long cooldowns early
garen's laning is really overrated, but he pulls through or gets ahead by winning through attrition; taking what trades he can and then running out before you can win the fight. Anyone who can force him to fight you for longer periods of time, either with a lot of CC or more mobility, is troublesome for him until he gets his items
Most champions have ways to deal with him, whether that's through being ranged, having ranged/cc mechanics that allow them to play around judgment or simply being strong enough in melee range themselves ( 
). Alternatively, play safe by letting him shove you in, then try to get jungle gank pressure or simply wait to outscale him in teamfights where his kiteability and lack of effective cc causes him to fall off pretty hard.

No but seriously, just kite him, he has no disables, gap closers or ranged harass.
You can always pick a range champ.
Rush a hexdrinker to laugh as he tower dives, you ults, the ult fails to hurt you due to hexdrinker shield, and then pick up that easy kill from the failed tower dive.
garen is a lane bully who has great sustain via passive and decent damage
but he is overall a subpar champ clearly out classed by many champs
he does physical damage on q and e , dont stand in his E . poke ever 8 seconds to keep his passive off. his ult if you are not the villain does magic damage based on your missing hp dont be in lane if you are low hp and he is lvl 6 . simply back and come back to lane full hp

just to name a few considering they either give HP + MR or a shield when at low hp or takes magic damage
garen typically either wins lane or loses lane but roams and gets 5 kills from your mid and bot laners harass him a lot, dont go all in, keep tabs on where he is at
