@Riot, so why not add Devish Blade to SR?

Ignoring the DFG polarization, Devish Blade got temp added to SR on the PBE due to a bug. Sounds like a reasonably good addition to me. Adding more options for QSS to build out would increase its viability in being built, and benefit more than champions that rely solely on the AD stat gains. Would like to hear some arguments as to why we can't have an AP / AS / Health versions of Mercurial Scimitar on the rift.
