Leaver Buster Improvement

I have experienced a time or two where I left because my team talked about going afk or were completely negative and toxic before the game ever started because they didn't get either the champion or role that they wanted. So, my concern is improving the system of dodging. I'd like to have an option for my reason for leaving because being punished when you've been matched up with those kinds of players doesn't seem very fair. An option for disconnecting or system glitches would also be nice.
