Inconsistencies with ability text

Aatrox now has the option to click shift while reading an ability to see extra ability details (by details I mean numbers that are not the damage of the ability and some other things) so I wonder, why is that even a thing, can't he just get all the details right away like everybody else? Also why does Garen have his details colored green? Also why do some things not show up there, like for example when Zac Ws he becomes ghosted against monsters (ignores unit collision) for 5 seconds? (altho that could be because that's basically a QoL to help him get his chunks easier)
