New Rank for Toxic Players

Please add a new rank for toxic players. Call this rank black hole or something, where if someone's in this rank they have to win 100 games in a row to get back out. This will help limit toxic players in rank. Today a sion lvl 2 turret dove a graves and became toxic towards our team the whole game, following our jungle, cursing at us, and kept saying he was trolling and would feed the enemy team.
