ARAM players, hextech, and champion masteries

I only play ARAM. I understand that you have the hextech crafting system and champion mastery set up for Summoner's rift. I was hoping there would be a way for players like myself to be able to participate more fully in these events.

Also, a more severe setback for people who dodge in ARAM would be nice. About 2/3 of my matched games have people dropping out.
