R.I.P skill

It makes me sad that all my old favorite junglers used to take skill to play and now with Devourer all you have to do is just get stacks, build tanky with trinity force then right click and watch your enemies health bar hit the floor

Extremely difficult games like Donkey Kong and Packman are very simple mechanically. Mechanical complexity doesn't always mean skilled play or difficulty. In several cases it can just mean bad controller schemes.

Auto-attacking in LoL also involves unloading 10 seconds of damage over 10 seconds rather than front-loading 10 seconds of damage in 2 seconds, which entails much more risk and a greater susceptibility to having your DPS cut short or completely shut down. It's not like hitting QWER is harder than clicking a mouse button either.

And strategy ties into skilled play - not everything is about Lee Sin combos. Chess is a game that takes an incredible amount of skill, and moving your champion around in the jungle to circumvent a weak early, avoid invades and counter-ganks, offer enough lane-presence and global pressure to keep the team afloat, and then make a difference end game is still skill. It's just in a different place than playing DDR to unload a combo.

I say if the enemy is allowed to farm up that much gold and able to fully stack devourer, they are skilled enough to use it. You should be punishing the jungler for their farming by making ganks in lane to create pressure on the enemy team to keep them behind.
