820 runes
So it costs 7380 IP for 9, 8HP Seals. More than a 6300 champion that costs ~10$. While the tier 2 HP Seals cost 315 IP. 7380 IP for 72 HP at T3 315 IP for 56 HP at T2 That's **7065 IP ** MORE, for 16 MORE HP

I just clicked you insult you for using too many asterisks, but that's just how bold is coded, my bad.
"Balanced" is not the word you're looking for. Maybe "worth it?" Anyway, it looks like it's not worth it, but then you realize that you're spending a currency that you automatically generate for playing the game, and it gives you a very small but tangible advantage over other players. Your tears will dry when they remove rune tiers, but until then, blow your nose and either buy up or don't. I know new champions are awesome, but my personal advice is to freeweek for your variety fix and save for a nice set of runes.
Thanks for commenting! Yeah. There is an advantage to those who play enough games to earn that much IP to gain a 16HP advantage. I just think it's a bit silly that there's that much of a gap for such a (imo) small advantage. But I fully agree with you.
Oh, I didn't realize you were a new/occasional player. Yeah, you're right that the difference is pretty silly (and I'm impressed you took the time to calculate it), but once you've got a nice stable of champions you own, runes and runepages a great. I know I spent IP I wish I could get back, but it's a renewable resource.
Thing is that tier 2 runes are simply worse than their tier-3 counterparts. So unless they are much cheaper, there isn't much of a reason to even bother with them.
