Does anyone else feel like the que system is messed up?

I understand some people not being that good. i'm average at best.. considering the best i've gotten is gold 4. But i'm trying to figure out how i play arams with lvl 26's and people who don't use ult a whole game and a devourer vi jungle and so on and so forth.. i know high silver aren't great players, but i feel like the que system sucks and isn't very consistent.
