just one tip if you're gonna gank a lane and have the perfect opportunity to give the kill to the laner do it don't take the kill yourself cause it doesn't really help the lane other then putting the enemy laner a bit behind. Also don't take the kill if you're not gonna do anything with them. ( this forum post was made off tilt )
That advice is actually somewhat true at higher elos, but at lower elo you HAVE to kill secure regardless. I'll never feel bad taking a kill as a jungler, even if my 1 auto stole it. #donttrustnoobs
Only if the kill is 100% secure (as in, they're standing still conceding). Don't risk letting them get away. The gold & exp lead you get during the death timer + walk back to lane alone is enough to put the lane firmly in your favour.
It's very situational. You start off by ganking a lane that you either feel can succeed, and help them get a head start, or one that's getting shit on to help them catch up. If you are ganking someone that you are confident isn't a waste of space, it's a good idea to let them get the kill, but not if they have repeatedly proven that they are a bad player.
