Is Riot actually punishing trolls??

I've experienced many games and I got punished because I said someone trolled when actually he trolled. I was arguing with this guy who roamed everywhere from the beginning of the game, and somehow I got punished, while I was trying to win the game.

So is Riot actually punishing those trolls at all??

Why are there so many trolls in game and other people like me should suffer from this?

The actual situation is described below: Leona and I picked bot and somehow we didn't get adc (I was janna), but I and master yi said we would still try to win, and I went ap.

But this Leona refused to play at bot and roamed everywhere until he fed their xerath 3 times and let orianna get killed more by this xerath.

I and master yi somewhat changed the game after I got some ap and made 20 stacks of mejai, but this leona still talked me using bad words and kept blaming me for losing the game.

We still lost because leona was still mad at me and trolled the team whenever I was involved in the team fight.

And the result?? I got punished for arguing with him, I don't know if he got punished or not. But I don't get why I should suffer from trolling and punishment in this situation.

Then, my real question is, (1) what should I do to win a game when I have a troll? (2) should I just play saying nothing when I suffer from trolling?
(3) is Riot punishing those trolls at all? (4) Why are there so many trolls and EVEN THEIR REPORTS STILL WORK and others get punished?

I really don't want to play this game after experiencing this, but I want to know the reasons at least.

I tried to attach match history but this board doesn't allow me to do so.. I don't know why.
