Weather

I was thinking that there should be weather in summoner's rift, that gives certain buffs or debuffs to certain champs like maybe in the rain champs like nami and illaoi have bonus movement speed, or it could be foggy making wards less effective and making the fog of war thicker, or if its sunny champs like leona seal more damage etc. and the weather would be completely random.
