On 4.20, the mana regeneration items were changed but the runes and masteries were kept the same. How do they work now? They increase your base manaregen? they are a flat amount of regeneration added after the %regeneration?

kitcat3002 votesThey don't scale or anything, they just add the flat amount like they always did before the changes.
EX: Your base mane regen is 10 per 5, adding 3 per 5 in seals will make it 13 per 5. Same applies to the meditation mastery.

In the end the math is :
10(base mana regen) +10(100% of the base mana regen) +3(mana regen on runes)= 23 per 5 mana regen?
or
13(new base mana regen) +13(100% mana regen)= 26 per 5 mana regen?
If the second option is true. It wouldn't take away the "infinity mana" title from 
?
