Ashe's Frost Shot (Passive) needs to be beefed

Okay i stopped playing league for a few months after beasting with ashe and when I come back their is a tragedy on my hands. With ashe to make her passive frost shot effective you have to build crit which is bullshit. I cant count how many times I should have ganked but I didn't have my ultl and they ran into the turret. Ashe's frost shot needs to not be built with crit it should be enough t slow in the beginning. Does anyone else agree? P.S I know frost shot slows without crit but barely

I thought the idea was to balance the mechanic so that it wasn't forcing the Mobility Creep issue that she created for the longest time.

Also, Why not focus Crit? It's standard on just about every ADC. And Ashe fits the Mold very well, as she's mainly AA focused.
