Riot, please understand that everyone in the world has there own favorite champion that is unique to them. But there are champions which has more of a popularity to them. And there are called OP or BROKEN champions. Just Hear me that it would make the world and people REALLY HAPPY if you were to BUFF champions that are not played anymore.

Not all underplayed champions are underpowered (thats not to say some underpowered champions don't exist)
There are plenty of champions who are quite good, and simply underplayed such as

was an example as well before his rework, absurdly low pick rate; absurdly strong kit / damage wise; he's still great, has a higher pick rate though).
is a good example of underplayed but strong champ, it's just that not every champ fits the popular and general likes. For example:

Sexy ass assasin b*tch... definetely popular. Other popular champs could be 'cause FOTM or are really simple to use and wreck an enemy team with

Certain champs aren't played often either because they're unfriendly to a less-communicative group of solo queuers, or because they fit a specific niche in a less conventional team comp. Doesn't necessarily mean they're bad.
is my favourite champion and I dont see anyone play her ever. She's got a more-gutloaded kit than thresh, hits like a freight train while still having tons of utility and, above all else tbh, is extremely fun to play. Definitely not an underpowered champion. Underrated, if anything.
Buffing underplayed champs just because they're underplayed it how you have really OP champs 2 months later. Hi Sejuani!
