i was playing a game as elise the other day and a morgana ulted on me so i rapelled thinking that me being untargetable would dodge the second damage from her ult but it still killed me while i was in the air. is this a normal mechanic as intended or a bug?

etc, has been shown to miss as the target must be touched by the spell once Zed lands. Tethers are just unique in the fact you have already been touched by the spell and it is a matter of distance at that point.
