Queue dodge

So I guess I must have misunderstood how one gets flagged for dodging a queue. I picked my champ but did not lock it in. Our Mid never picked a champ. I get hit with a dodge though. Am I missing something here? I was under the assumption since I picked a champ it would auto lock when the timer runs out. I usually only play ARAM so my experience is limited with how ranked works.
