Promotion Series improvement not working ?

I thought i read in the patch notes that when you made it to a promotion series and didnt make it. that it started your next promotion series at a +1 win. I have had this happen to me a few times in the last 3 days, I made it to a promo failed to make it, then made it again. the first time i thought because i lost 5 straight 1 w in promos 2 l and then 3 more L then i made it back to promos and won. but with out a 1 game win already.

I`ve also JUST had this happen to me. Made it to a promo series, won 1 game lost 2 then the first game out of my promo i won sending me back to promos but with out a +1 w start.
