Why is League's Connection so Horribly Inefficient?

I have been having serious connectivity problems with league exclusively. The program itself seems completely reluctant to use any of my Network. I have roughly 2mb/s at home (Yes, I know it's not great to begin with), but league seems adamant on only using a max of 0.2, usually 0.1, and lagging like crazy as a result. It's usually in bursts and more often towards late game and especially at spawn. My game will be lagging beyond belief, struggling at 0.1 mbs, yet I can open up my internet browser and that will instantly start using 0.5 - 1.9 MBS. So even though league has access to all that, it choose not to and lags anyway. Why is this? I have already ramped League's Priority up to high and nothing has changed. Does anyone else have this problem or even a solution? Thanks.
