AFK gameplay system

Hi riot, i have an improvement to you. I thought about AFK system that would work very well at every game mode except Ranked games. It's about system that allow players in a team to vote "kick" an AFK teammate during a Game. If every one in a team agree then the afk player will be kicked from game and ... there is another improvement .. create for all game modes except ranked, a queue that we can choose from the list of game modes ... e. g. Substitute that u will replace an AFK player. This system should be able join to 20 min. no longer. You will get an average amount of gold that your team earned till u connected. THAT'S my improvement against AFK players. I thought about another one afk solution... maybe spawn time limiter decrease ... average player spend time at base max 10 seconds... or if he is tricky and want troll game without be kicked, that he is moving from base to nexus turrets and back to base ... .. i recommend damage dealing observer that scan time between last and recent damage dealt/taken to/from any form of monster, turret, enemy ... ... if it is longer than e. g. 1 min, that allows teammates to "kick" him.
