why casters switch targets?

i have been playing league for about 3 years now and i never figured out why sometimes minions will switch targets even if im not hitting or focusing diffrent minions? do they have a target ranking or seomthing? especially the cannon creeps, they will switch targets like half way throuhg killing a minion!!!
