Cut down in the precision tree. Does it even serve a purpose? Does anyone even use it at all?

yuumi udyr (kinda glass cannon udyr with deaths dance/Pure resists) theres more but you get the idea

Like I want to use it on Anivia because as everyone (Sadly) knows, she has the lowest starting health out of all champions, but the problem is that once you get your items you'll more than likely have over 3000 health, making it useless.

thats the issue you have to avoid building hp at all costs to keep the bonus otherwise its used as a chogath/sion killer.

They might need to either rework this rune or exchange it for something different. No point in it existing if no one can even use it or wants to use it.
