Yet another toxic player reported - blatant... please do more when it's blatant riot

Thanks for making this cool free game. Please give the community some more tools to weed out the toxicity. If one player on a team chooses to be toxic in champ select there's no recourse. I can dodge and wait 15 minutes or I can sit there afk and wait 15 minutes or I can try to carry him while he's purposely trying to feed the enemy team and deny me CS and wait 15 minutes for the loss. The easiest way to fix this IMO is to take away the penalty for dodging normal games. I know you're working on teambuilder that could hopefully fix a lot of the prechamp select toxicity but it's still a 20 minute queue time for that and in draft or blind, literally every other game one person on either team is obviously trolling. I don't mean picking an unusual champ or countering the meta. I mean trying their best to make their team lose the game and have no fun. I reported the jerk in question of course, but the other team got a free 15 minute win so they all said they were going to honor him. way to go community.
