Lucian Passive Clarity

In my most recent games as Lucian (AKA: Black Hammer) Lucian I came across something "unique". When we, ADC's, play with a Braum Braum we all know that Lucian can add 2 out of the 4 stacks of a Braum passive because the passive counts as TWO auto-attacks. Plain and simple. However, when I started playing against Pantheon Pantheon I noticed that the Pantheon Passive blocks both auto-attacks from Lucian's Passive. As stated in Pantheon's Passive, Aegis Protection, "After autoattacking or using an ability 4 times, Pantheon will block the next incoming turret attack or basic attack from an enemy champion, siege minion or large monster." So why does Pantheon get to block both Lucian (passive) auto-attacks?

I do not know exactly, but if I had to guess, I would say that Lightslinger is probably not programmed like "When Lucian auto-attacks after using an ability, he instantly fires off a second auto at half damage" but rater "When Lucian uses an ability, his next auto-attack does 150% damage and applies on-hit effects twice."
