Punishment if you ban a champ your Teammate has picked

The new champion select is great in ranked because in good scenarios you can set up a team comp with your team or at least make sure you have one tank/AP with a group of randoms. In bad scenarios, however, a certain player will ban the champion that you have chosen in the pre-pick stage. I have done this once on accident and spent the entire time apologizing because I realize how much of a jerk I was. Other people just say nothing for the Champion Select, sometimes for the entire game. That, or they are verbally harassing nearly everyone in the game. There are two possible solutions to this problem:

  1. Make it impossible to ban a champ your team picked. If you try to ban a champion that has already been banned, you can't even click on them because it is grayed out. Why not make this the same situation with pre-picked champions?

  2. Make the person who bans the pre-picked chance auto-dodge the game. If you chose Nunu in the pre-champ select then the first person bans Nunu, that player is instantly ejected from the game, takes an LP loss, and is put in a lower priority queue.

The first solution is more of a solution against the accidental scenarious, like what happened to me, but the second solution would be a better solution to remove toxic players from the game. My least favorite thing in the game is 5-man premades in ranked, but my second least favorite thing is permanently toxic players. I believe the first solution is better because true toxic champions because they will (hopefully) get caught in another way, and it will not punish accidents. If Riot is sticking with their Dynamic Queue, lets help them fix its clear problems,

This is very flawed.

Lets say your last pick ally has Zed selected as his preferred pick. Zed is almost always banned now, and if he's not banned, he's first picked.

You want to ban him, but you can't, because your last pick ally has him preferred. And then the enemy team first picks him. Thus making this a flawed system.

If someone wants some strong champion like Kindred, Fizz, or Swain and isn't the first two picks, Im going to ban them. Sorry not sorry. I'd rather keep them away from my team if that meant that I won't have to deal with the enemy having them.

So you can't play 116 other champions (assuming your last pick)
