@Riot, Balance question

I've been curious about what your policy is when addressing a Champion that has been proven to be either over the top or rather underwhelming. The matter is about champions right below or right above the "balance line" and not radical cases which either need a full retune or even a rework.

The question is: Do you deploy hotixes in order to bring them right below the balance line (aka make them weak) to wait for the real balance changes? Do you leave them as they are? Do you bring them right above the balance line (aka make them strong) and wait for the balancing change?

Basically I'm asking if is preferable to have an unbalanced champion in a bit higher or a bit lower position in terms of strenght and what is your resoning behind your choice.
