Support Item Quests

As a player who often fills in the role of support or picks supportive champions, I really love the idea of items that reward a player based on completing a certain activity.

However, the current iteration (having to wait until an amount of gold has been generated by the item) seems lackluster in its delivery of that idea. Why should I have to wait an arbitrary amount of time to start tackling my item's "quest"? I suggest making these item quests focus more on active goals. For example: item 3302 's quest is completed by using the item's passive to execute a certain number of minions. This way, we aren't required to wait before we can reap the reward for our item quest. (Currently, item 3027 is the only item that involves waiting purely for a certain amount of time to receive its full benefit.)

How is "waiting till x amount of gold is generated" and "executing x amount of minions" any different? Both still have time constraints, but the first is speed up or slowed down based on how well you are using the item(If you consistently get every cannon minion + a melee, you will finish faster than someone who only gets the caster minions). It isn't based on the passive gp/10, it is based on the item's active gold gen.
