Playing against much higher ranked players

Does Riot plan on further reviewing how ranked players are selected to make matches fair? While I understand that a player's hidden elo can be much higher than their current rank, I never understood why it was fair to have someone with hidden gold elo (but mid silver rank) to have to continually beat gold IV through I players through half the silver ladder just to make it into gold. Shouldn't they be playing against silvers and maybe Gold 5s at best until they get into the next tier? I'm up for promos to get into gold but it's frustrating to continually beat high Gold's while still in silver (why do I not get to play people in my own tier to advance easier?). If it's to prove I really being there then why am I playing with high gold since silver III at least?
