It's pretty unfair to continuously be pushed out of fights and killed with a targeted nuke. It just really doesn't mesh with anything in the game IMO. Even if he doesn't hit you with any other ability the R damage is enough to remove most ap mid laners from a fight/seige. I'm cool with the damage if I have a chance to avoid it.

Zhonyas and good reaction time will let you avoid it. Think like Veigar, anticipate when he'll try and get you, then deny it.
If Veigar's ultimate became a skillshot, Veigar would become a stun bot. He's already dangerously close to that, needing to stun targets for his W to hit them.
Already has a delayed w and e. And a skill shot q. Banshees veil, cleanse, (completely blanked the name of the support CC remove item!) or merc scimitar allow you to ignore his stun and walk away from his AOE. A dodge avoids his q. So really the only spell that is guaranteed to hit you is r.

What needs to be done instead is to remove the 80% of the opponent's ap. There is no reason for that to be there and is simply over kill.
If it was a skill shot, it would almost definitely be given a larger range and/or more damage among other type buffs. This would make going up against good Veigars even tougher since they are used to aiming a skill shot from their Q. Not to mention making it a skill shot would make him rely even more on his E and make it even more punishing to be hit by his E since his R would need to be buffed for compensation.
