If the game is so likely to be decided by first tower, then what's the problem with people "throwing up their arms instantly as soon as one lane is doing bad". By your own admission, their impression that the game is now lost is likely to be correct.

No, you're all for it.
"since most games are decided by first tower"
Read your own post.
Yes, because if Riot should do anything it should allow your toxic team mates to end the game even more quickly without your consent.
Riot should be focusing on making the game longer and less snowbally. IDK why they're even focusing on this.
This is stupid and setting a bad precedent. Surrenders should be Unanimous 15 minute, 4/1 25 minutes. That would solve problems in the correct direction, by removing the "I'll just wait 5 minutes to force the surrender" logic.
Unless you are playing in a duo, Un-unanimous 15 minute surrender is a death sentence to 50%+ win rates. There is literally a 15 minute surrender attempt in 1 in 3 games, and most of them DO get 4/1 on the first vote, and 20-30% of them get remedied by 20 minutes so at least 2 people vote no.
The "Meddler" stats don't take into account many of those "losses" that happen after 20+ minutes generally are heated battles where the game was recovered to a point where either team could have won. The team that was originally behind just happened to be the one who lost, because of some late game mistake by one player.
There's a reason 70% of the population is below Gold Rank in a "50%" Game, and it's not because they all deserve to be there. It's because Surrenders exist and skew many of their results a % or two down.
For what Meddler's even saying to make sense, the number of surrenders that actually happen would have to be 1) Infintesimal (like a variance of .002% to win rates) and 2) win RP rewards would have to increase.
Most of the people raging for shorter surrenders are NOT people who play competitively. Nor are they mathematicians. They voice this opinion on emotion, which in a gaming environment almost NEVER leads to productive results.
If you do this meddler, ONLY DO IT IN NORMALS. DO NOT DO IT IN RANKED!

I can agree this, i dont like surrender in ranked (only in extreme stomps)
Surrender needs to exist because you can't leave a game without being punished.
Try explaining to a friend or loved one you can't do something this minute because you need to finish a game, all while looking angry and frustrated. They wonder why you play this game and you wonder too.
Being held hostage by these never surrender folks dreaming of their 1/100 shot of victory is really a cause of a lot of toxicity in the game, and sorryy no; it's not worth losing for an additional 5-25 minutes 99 times just because 1 time you get a win...
After reading your comment I wanted to kiss you. (No homo)
Pray tell how youre "held hostage" in a game you willingly queued for and agreed to play out.
Yea ofc. "Surrender didnt pass on 15 min? Oh we just will afk then" Small fucking wonder game is lost 5 mins later.
I'd like to know. I think the Surrender vote is probably one of the ugly stepchildren of League that Riot doesn't turn enough attention to. Like how ARURF should have a fucking full surrender at 10 minutes instead of a unanimous at 15 and full at 20. Games are pretty much over by 15mins.

Hell at this point normal rift games are often over before 15 minutes.
I have had URF games that were simply unwinnable by 5.
I'm so torn on Surrender. I've been veto'd on what I thought was sure defeat only to come back and win.
And yet, when there's a dick in the match, I want nothing more. Can we hinge the 4/5 early surrender on a disparity with the kills? Like a mercy rule? If they have 10 more kills than we do, we can pass an early surrender with a 4/5 vote?
Or at least ignore that vote of the guy with the highest deaths?

I feel like the surrender vote should stay the same. Because of what you said and my experiences, a game can easily be turned around if people get their fingers off of the chat, stop flaming and start playing. Or we could have a system implemented where the people that type the most, can’t start a surrender vote. Or something like that.

LOL
I like that idea but I'd never be able to start a surrender.

Lol, by typing a lot I meant that a flamer can’t start a surrender vote. So people would be “forced” to either fight for the end, in a win or defeat, or somebody else who is not flaming understands that the game is not worth continuing at that point and starts the surrender. Guess that would be a rip to the people that just plain type a lot for fun and not to flame/troll.
so basically in low elo its 4/5 and high elo its 5/5? yeah no thank you.

Imho surrender shouldn't even exist, unless it's because of an afk > remake.
If you have fun dancing on base waiting for the enemy to stop looking for kills and take pity on your team by giving the last blow to the nexus. So be it.
Thank god. Its about damn time. I really hope they implement it on the rest of the servers too.
This is why i play with 4 mans, and also hate playing with them, Either my group agrees that we lost and we'll just wait til' 20mins to forfeit or it'll happen to me even though we have a good chance to win but they already gave up.
I don't understand this rule at all. Explain in easier language, please.
Ideally they remove surrenderring altogether.
