Is there a way to stop someone from freezing their lane?
I'm having difficulties in a small amount of games with this and losing out on CS + I'm prone to getting ganked by the jungler, anyway to stop this?

You can either push into their tower and force the lane to reset, or back off and last hit with as little health as you can, or even miss a couple CS, and have it push into your tower.
if you can't shove it yourself, ask your jg to swing up and shove it with you. we jg mains will never turn down free farm
Shove it really hard and reset it. Or start Proxying.
