Miss Fortune Bug/Unbalanced?

Okay, so I was playing on SoloQ today, after a long day of sleeping in on Christmas break, and i decided that i should play Vayne Adc. I have a Tahm Kench as my support, and I'm going against a Miss Fortune and Blitzcrank. I immediately thought, "Okay, since MF is a Marksman (the actual name Riot gave to her as of the Marksman update) i guess this'll be a hard lane to push..." I could go and farm, and dodge every Blitz pull, but everytime MF had her q hit me, WITHOUT Thunderlord's Decree procing, she did 1/2 of my HP. I checked her stats, and i saw that she had 10 AP and 117 AD, at level 3......... Seriously? I even checked her stats on her profile, she had ABSOLUTELY NO AP ON HER RUNE PAGE OR MASTERY PAGE! she aslo had basically no AD on her mastery page. Riot, I believe you have a problem here.
