Riot needs to implement a System To Vote to Dodge ranked games

It seems like every time I get on ranked and play more that say 4-5 games there is always someone who locks in "Thresh Mid" because it is the new OP meta GG then their mid lane ahri pushes the lane all the way to the nexus and they win @ 12 minutes. The same thing happens in almost all these games with a very low success rate. I understand people play off-meta champs in weird positions and are successful doing it but MOST OF THE TIME these picks turn out to be troll picks that can cost teams a game. My solution to this problem is for riot to implement some sort of vote system to dodge lobbies with complete troll picks like Taric ADC.
