Exhaust in urf destroys the fun

Am I the only one who thinks exhaust is totally destroying the fun of URF? Like I get that it's supposed to counter superbroken champs or something but now when there is no bans and all random there's almost always an equal amount of broken champs on both teams. Isn't urf supposed to remove everything that is boring with the game? Then why do you keep exhaust in it? I feel like exhaust just works as a safety line, everyone starts of every fight with exhaust EVERY TIME since it's on like 60 sec cd. It leaves no room for outplays, cause you will die before the exhaust runs out. I'm getting really annoyed by it. It's just ruining others fun.
