What state is Diana in?

I don't see her much, but the games I do see her, some of them she still stomps.

Is she just underplayed and still really good? Is she 'balanced' which means she's in the same tier as most champs but not played because the 20 overplayed champs are better? Is she actually below average or even bad right now? I really haven't seen her much and I didn't pay attention to nerfs / buffs, so I really have no idea. Thanks :)

Take from the guy that had nearly 300 ranked games with her last season when she was considered trash before she was nerfed more (itemization + ninja nerf)... she's one of the most harshly gutted champions in the game to the point that I gave up. Her season 4 "buff" was a nerf because it was a response to itemization nerfs and overall a solid chunk of power lost in any type of trade. The longer the exchange the more damage lost and it's a large chunk lost even in an instant exchange (30% AP). The ninja nerf to her passive's mechanics (R used to be a stack for her passive) really ruined the ability to ever use her passive in lane. The opponent would have to be retarded to get hit by it now.

Just remember win rates are bullshit if they don't have proper context. Diana is one of those champions almost solely played by mains, her win rate is extremely inflated in comparison to normally played champions. So you may see it at 40-whatever % and think it's fine when in fact it'd be 15% lower if it was played as regularly as strong champions are. That and the higher the Elo goes the lower her win rate is even while being artificially inflated, low 40s typically in Diamond.

Former diana main here. She's pretty weak. Probably OK until you get to mid-gold, but probably not worth playing above that.

Basically, she's fairly weak pre-6 in lane. Once you hit lvl 6, most good diana's I see end up getting fed because nobody knows how to play against her, really.

But even though she gets fed in lane, she has a really hard time carrying the game, since once she jumps in, if she can't 100-0 someone, she's going to get cc'd / kited for days.

I wanted to main Diana, she was just so much fun to play. I still play her from time to time, but right now she's simply in a tough spot. She doesn't do anything that other champions can't do much better. As an assassin, it seems no matter how much she's fed, her 100-0 capability never shows itself. It's difficult to really get kills with her without backup.

As a jungle, she's pretty much confined to the jungle until level 6, and her ganks after 6, while decent, aren't as good as other picks.

I do still love the moon princess, but it's difficult to want to play her when she's been hit so hard.

She's still playable and has the same issue like akali (but akali is manaless and can spam ult on longer range with higher burst) if she gets fed she can be a monster if she doesn't get fed she is pretty much a liability to the team. She has too many counters in lane and jungle so you gotta play it safe, she is still strong but not the safest pick.
