Ranked Matchmaking Unbalanced?

Ok, so... I'm trying to rush some elo. Going meta, trying to win the game from champion select. Got a strong pool of junglers I can play around.

I am slowly climbing, but... it seems like the teams are in totally different tiers.

One team has 2 or 3 guys that have no idea how to farm or when to go in, dont even know what their champions do while the other team focus on vision and rotations and have the patience of when to engage and when to reset.

Balanced teams are SO RARE. It's like... one team has 3-4 full on bronzie decision making and I'm wondering "how... what... are you guys lost in this elo?"

What do you guys think about this?
