Teleport needs changes

I just played a game top as Irelia vs Panth. i went aggressive lvl 1, as irelia's do, i get first blood and survive with less than 100hp. Then befor i kill a minion he is back to lane and i go recall and heal. He then freezes his wave right next to his tower and farms. by the time i get back to lane he has a 2 almost 3 lvl advantage due to the rapid experience growth at such low lvls. I then was unable to even farm, standing in range to gain experience was liable to get me killed -_-. How is it fair that after a successful first blood i am so overwhelmingly behind. Clearly Being able to back lane so early in the game is solely the source of this issue. Maybe puting a minimum time befor your able to cast for the first time, similar to how ward trinkets first functioned when they were released

tl;dr You took ignite, played stupidly aggresive level one, and then got virtually no exp from any minions before you backed.

Are you trying to recommend staying in lane with under 100hp vs a panth? Are you saying if i can kill you at lvl one i shouldn't, because you can now hide from me? Are you saying i should be punished for using my early game strengths Just because people can fall back on a instant full-heal/shop/and return to lane before 4 min into the game? That doesnt sound like a "good" or "fun" meta to me.

You got punished for taking Ignite over teleport. Or you just didn't use your teleport.

If you took ignite then there has to be a drawback, everything has its ups and downs.

And if you didn't take ignite, and just didn't teleport in, than now you're up a teleport, and your team can be eased of a teleport gank from panth.

Teleport is kind of a necessity for top lane, sure ignite gives you some early game power maybe for some kills, but later game anyways TP is so much better.
