How the f does banshee veil and spirit visage work?

It makes no god damn sense, in one hand you have banshee where health regen item builds into it and in another you have non building into spirit visage but some how has more health regen -_- how does that even make any god damn sense?, shouldnt ' it be other way around of course except without the cool down reduction but just pure hp item or something with similar passive to ? In my opinion needs to have higher health regen compare to or release an item where health regen building into visage and take the one from banshee off.
