Ok..i saw all kind of discussions about 
being broken....dudes....half of champion pool counter her. She have only 2 and half abilites Q,E and R. You just don't know how to play agains her. i have 500k on that champ and i liked the fact was so underplayed but now when EoN its rising everyone spamm her and scream like children its Quinn to broken....
just adjust EoN. i bet nobody will complain if it was about

Quinn has had these stats for 2 seasons, if she's suddenly OP it's obviously changes that have made her that way.

Both her Q and E cost 50 mana, and her ultimate cost 100 mana at level 6. Unless you ult from the fountain, until level 11 you can only use her full spell rotation once before you have to back for mana.

Even Darius spends more than that, and his mana costs are almost non-existent.

Quinn doesn't need to spam her combo when she has ranged autos to do all of her basic work for her.
Seriously though, 100 mana for an assassination combo is fucking nothing. There are champs with higher costs on single spells.
