Illaoi Nerfs when??

Why does Illaoi get to be a scaling lane bully with misleading if not outright broken hitboxes, who can harrass for free at range, has a Q that chunks your healthbar from a safe distance if you so much as consider approaching a wave under tower, a w that chunks your healthbar at all stages of the game if she has even a single tentacle nearby, and an e that lets her pretty much freely harrass you under tower, and does waaaaay too much damage, all three of which have something fucky with their hitboxes? I literally reported the guy for cheating because I refuse to believe that it's possible for Riot to have fucked up this badly?

EDIT: So the damage issues, in hindsight, are a result of her being stupidly far ahead. The reason she was so effectively able to get so stupidly far ahead is because her hitboxes are blatantly fucky and she landed multiple E's that she rather objectively just shouldn't have landed.
