The Amount of Games Where I play against a Diamond/Challenger Smurf is too damn high

Riot seriously needs to do something about smurfs in Ranked. Take my last game for example, bot lane Draven who is Duo with a Nami: "Just because I'm Challenger doesn't matter, I'm boosting my Girlfriend who is Gold 5 and I'm allowed because this account is only Plat 1". How is this good for anyone? The Challenger player gets to stomp 5 people each game, and while he's at it, he's carrying his gf to a place she doesn't belong. So now every single time they aren't playing with each other she gets to ruin 4 other people's games by playing at a level she clearly can't play at.

So Riot makes rules about people Duo'ing with people too far above them, but people find an EASY work around by just using smurfs. How is this acceptable but the other way is not? Something needs to be done about smurfs, and especially smurfs carrying their friends too high.
