Hextech Crafting: Rerolling Permanents (ones that you already own)

I own all of the champions. Recently I rerolled three champion shards in hopes that it might become a skin shard. Instead it became a champion permanent. I was okay with that as I thought that when a new champ came out I could just reroll that permanent into a random champ (which would be the new champ).

Yea..... that didn't happen.
I have to reroll the permanent along with two other champion shards to get a new permanent even though this permanent that I now own was created by rerolling three shards already. The same thing happened with a summoner icon.

Is there any way that a change to the system could be made so that rerolls with already-owned permanents only require one shard (since that shard is already 3 shards combined)? Thanks.

P.S. Idk if this is the correct place to post this. If it isn't please point me in the right direction.
