Her first stack is locked onto scuttle and is wholly dependent on whether or not her team has map awareness to contest scuttle. She gets paired up with a shit team and becomes useless since it's a 2v1 3v1 in jg all game. There has to be a better system for her to get stacks without being broken or broke.

It all depends on the laning phase. Your teammates will not be able to make it no matter what if their laner shove the minions into their tower. You are just feeding contesting the scuttle if you see your teammate cowering under/near their own tower because the enemy laners will always be available to reinforce their jungler. So it is your problem to run to the marked monster first hand without foreseeing that you won't have any backup.
Well same way if the enemy has bad awareness THEY get free stacks. That is their nature. When both jg of both teams ping said scuttle one team will win half the time it's you and u get a free mark, half the time its the enemy and you get a tad delayed on your 4 mark completion
I always thought the idea of her being able to mark which scuttle early game would be a cool idea, causes jg vs jg interaction and teamwork to secure it, maybe not being able to choose which scuttle too late but at a decent enough time for enemies to respond 
It's all her passive. If she gets stacks, she's broken because of the % of max health stacks.
If she doesn't get stacks, shes useless.
It's a strange design for sure, but I think it's fun to jungle against.
