Just from reading the new short story and seeing how Kayle scales to be fully exalted by leveling, could it be that Volibear will be reworked to scale based off of enemy deaths to be more powerful/ or fully summoned? I don't know if Voli is up for any type of rework but I never see him in games and this seems kinda interesting.
Voli is tier 1 in terms of needing a VGU. As in, he's in dire need of one because he's bland and a ball of stats.
That said, scaling off of deaths is probably really bad in terms of champion design. It would need to be powerful, because it's one of the most volatile things to scale on, and it would SEVERELY limit him the higher a player goes with him in competitive play, to the point where it would make him an invalid above gold since safety is the name of the game. Like Shyvana stacking dragons, it's just poor design to hinge a champion's needs on game mechanics that are highly contested.
