Thats not a resource,thats just a buff.
its still not a resource in the same way renektons or tryns rage is not a resource.
not having rage/edge doesnt prevent them from using their spells. the spells just become empowered.
and does rivens bar even decay?
I'm undecided on the passive changes as a whole, but I can't stand those ult changes
