make a peer review system that people can vote on it. Make it BEYOND A REASONABLE DOUBT that they are guilty and riot can do some control cases to make sure they are in agreement. Make sure you remove or change the nameplates to something like RiotreviewP1 (P1 means player 1), RiotreviewP2, etc. Then give small rewards for people who have good standings (like a chest and a key once a month for X amount of good reviews) for proper convictions.
