is there a reason in the pbe that every champion EXCEPT mages are getting +10 ad and +10-20 armor and mages just get +30 hp instead id rather have the 700 state value over the 100

Because Riot just LOVES their AD meta and any champion that DARE put that precious meta in danger WILL be hit with the nerf axe repeatedly until totally and utterly destroyed. [sg-ahri-2]

Basically, all quints will be properly replaced with the flat bonuses from new runes.
Not giving them magic pen or more ap is because everyone is effectively losing 12 mr from runes.
The 12 health per level gives more gold value than the 9 armor starting at like lv. 7.

So everything's accounted for just fine unless you go with ap or cdr glyphs on your mage. Sure, a lot of people go armor seals, but health per level works just fine.

AD gets both a defensive and offensive buff (+ some base damage on skills like on zed) vs only defensive buff for AP

armor runes got removed,like lethality as well,but it'd take time for scale (it gives armor penetration per lvl),so now they ignore the same amount of armor that they would have ignored at lvl 18
