Manaflow Band Could Use More Visual Clarity

When Manaflow Band is ready to go, it turns the Mana bar from blue to white.

However, there is no indicator to know how long it will be until Manaflow Band is back up. You just have to look at the timer whenever you use it. This seems inconsistent with how similar runes/effects like this are treated in the game.

I propose a UI cooldown marker (similar to how it shows the cooldowns for various keystones) to be able to see whenever it is about to come up so that the player doesn't wait 30 seconds for their mana to come back.
